SPECIFICATIONS (CONTINUED)
Scope of Work
Vendor shall provide a complete turnkey system including all software, camera and site licensing,
hardware, equipment, peripherals, programming, interfaces with other systems, conduits, boxes, and
raceways, power, wire and cable, carpentry, demolition, patching, refinishing, and relocation. Vendor
should include the cost of all other trades necessary to install the complete system, whether specifically
mentioned or not. Services shall include but not be limited to the following:
1. Remove existing analog CCTV and recording system from Harris County Juvenile Justice Center and
replace with an IP camera and NVR solution; upgrade and integrate existing software on the access
control system with the following:
2. Installation of 258 fixed dome standard definition and megapixel cameras where specified. The
cameras are to be installed in the Detention Facility as well as the Administration areas located in the
Harris County Juvenile Justice Center. (Exhibit A of this document provides a breakdown of the
camera count by floor.)
3. Installation of the Network Video Recorder and software. Install NVR and configure software as
specified in RFP. Installation and configuration of video review client software on selected JJC
workstations on both administrative and standard view only workstations.
4. Integrate IP camera system with access control system. The existing access control system's PLC will
be programmed to access the cameras via a virtual matrix controller to give specified features for the
HMI on the touchscreens as outline in the RFP.
5. Upgrade HMI software on the access control system touchscreens. Install Wonderware 10.1 to add
specific features on touchscreens and upgrade operating system to OEM Microsoft Windows 7
Professional.
6. Reprogram existing PLCs to enhance functionality specified in RPF. The PLC will need to integrate
with the IP camera system, VMC, audio system and access controls.
7. Installation of Virtual Matrix Management software and controllers. Virtual Matrix Controllers are to
be installed and configured to access camera locations via touchscreen workstations. The Virtual
Matrix Controllers will operate in tandem with the touchscreen workstations.
8. Vendor shall be responsible for providing, installing, programming, troubleshooting, training and
warranty service of all security systems devices and cabling, terminal equipment, control and display
equipment for a completely operational system.
9. Vendor shall bear all liability and penalties for damages arising from failure to submit equipment that
meets the technical specifications of this RFP.
10. Vendor will not be responsible for the video storage system, backbone fiber, PoE switches and
cabling to cameras or workstations from PoE switches.
Vendor Requirements
1. Vendor will coordinate the setup and installation of the assigned scope of work associated with this
project.
2. Vendor will ensure the installation is in compliance with all applicable professional and regulatory
trade codes and standards including those of Harris County and HCJPD.
3. Vendor will be responsible for all Permits and Licenses required from the City of Houston and any
other regulatory agencies. Vendor is fully responsible for compliance with these requirements.
4. Vendor must have the necessary licenses and/or registration required by regulatory authorities that
qualify vendor to perform the work specified in this project.
